2. Legal Basis & Heritage Ranking

All activities of management, protection, and promotion of the heritage site's value are carried out on the basis of the following legal grounds:

• Law on Cultural Heritage No. 45/2024/QH15 and its implementing guidance documents.
• Decision of the Prime Minister ranking Văn Miếu – Quốc Tử Giám as a Special National Relic — Decision No. 548/QĐ-TTg dated 10/5/2012 of the Prime Minister.
• UNESCO's recognition of the 82 Doctoral Steles of the Lê – Mạc dynasties as a World Documentary Heritage (Memory of the World Programme), in 2011.
• Government Decree regulating the protection and management of World Cultural and Natural Heritage and Special National Relics.

All activities involving exploitation, event organization, and communication related to the relic must comply with the above legal documents and are subject to the supervision of the state management agency for cultural heritage.

3. Payment Policy

Visitors may pay entrance fees and accompanying services (guided tours, night tours, events) through the following methods:

• Cash at the ticket counter.
• Bank transfer.
• E-wallet / online payment gateway integrated on the website.

For online transactions through payment intermediaries, all card/account information is processed according to the security standards of the intermediary; the Center does not store customers' payment card information.

An electronic receipt/ticket is sent immediately after a successful transaction. If a VAT invoice is needed, visitors are requested to register their invoicing information at the time of booking.

4. Ticket, Exchange & Refund/Cancellation Policy

• Ticket use: electronic tickets (QR code) or paper tickets are valid only for the exact date, time slot, and service type registered; they are non-transferable, non-reproducible, and non-refundable if lost, except in cases of system error caused by the Center.
• Ticket exemptions/discounts: applied according to current regulations of the State and Hà Nội City for people with meritorious service, people with disabilities, children, the elderly, etc. Visitors must present proof documents when visiting.
• Cases eligible for refund/exchange: the event is cancelled or changed due to a fault of the organizing unit; the relic temporarily stops receiving visitors due to force majeure (natural disasters, epidemics, requirements from state authorities, security events — state ceremonies).
• Cases not eligible for refund: visitors arriving late relative to the booked time slot, changes in personal plans, or violations of visiting regulations resulting in being refused entry/asked to leave the relic area.
• Processing time for valid refund requests: a maximum of 03 working days from the date complete documentation is received.

5. Visiting Regulations & Heritage Protection

As a Special National Relic and a space of worship for Khổng Tử (Confucius), Chu Văn An, and other Confucian sages, visitors are responsible for complying with the following:

• Dress modestly, maintain order, and avoid making noise in the worship areas and the House of Doctoral Steles.
• Do not touch, write on, draw on, or paste anything onto artifacts, stone steles, walls, columns, or ancient trees within the relic grounds.
• Do not bring flammable or explosive materials, chemicals, or weapons into the relic area.
• Do not conduct commercial activities, filming, or photography for business purposes, or operate flycams/drones without prior written permission from the Center.
• Comply with the guidance, signage, and requests of security staff and tour guides on site.
• Individuals or organizations that cause damage to artifacts or architectural structures of the relic must bear responsibility for compensating the damage and may be handled in accordance with the Law on Cultural Heritage and relevant criminal or administrative regulations.

6. Website Terms of Use

By accessing and using the website, users agree to:

• Provide accurate information when booking tickets or registering for services.
• Not use the website for illegal purposes, to spread malicious code, or to unlawfully interfere with the system.
• Not copy or exploit data on the website for commercial purposes without permission.
• The Center reserves the right to suspend or change the interface, content, or functions of the website for maintenance or upgrades without prior notice, while making efforts to minimize impact on the user experience.
• These terms may be updated over time; the latest version will be publicly posted on this page.

7. Complaint Reception & Resolution Process

• Reception channels: hotline, official email, or direct feedback at the information/ticket counter of the relic site.
• Response timeline: the Center confirms receipt of a complaint within 08 working hours and responds with the resolution result within 03 working days from the date sufficient information is received.
• If unsatisfied: visitors have the right to submit a petition to the Department of Culture and Sports of Hà Nội or a competent state management agency for consideration and resolution in accordance with the law.

8. Disclaimer

The Center is not liable for service disruptions arising from force majeure causes: natural disasters, epidemics, telecommunications infrastructure incidents, requirements from state authorities, or political-diplomatic events affecting the reception of visitors at the relic site.
